Risk classification

Critical

An observed condition presents or is reasonably likely to present an imminent or substantial risk of harm. Use only lawful immediate controls and verify correction.

Major

A significant control failure could materially increase risk but is not assessed as an immediate critical condition. Set a short risk-based deadline.

Routine or observation

Separate lower-risk deficiencies from non-enforceable advice. Record each finding, legal basis, action and review route clearly.

Inspection flow

  1. Confirm authorisation and scope. Identify the officer’s power, inspection type, services and applicable instrument.
  2. Record facts. Note what was seen, heard or supplied without converting an allegation into a finding.
  3. Cite the requirement. Link each deficiency to the exact adopted clause and evidence.
  4. Classify risk. Explain why immediate, short-term or routine correction is proportionate.
  5. Communicate action. State control, responsible person, due date, verification method and review or appeal route.
  6. Protect information. Apply privacy, confidentiality, retention and public-disclosure rules.
