1. Purpose authority and scope
State the enabling law, regulated activities, settings, exclusions and the limits of the authority’s powers.
2. Definitions
Define body art, practitioner, establishment, critical violation, single use, sterilisation and informed consent consistently with local law.
3. Authorisation
Set application, decision, renewal, change, temporary-event, guest and mobile-service pathways with written reasons and review rights.
4. Premises and infection prevention
Address clean and contaminated workflows, hand hygiene, barriers, sharps, single use, validated processing, environmental controls and exposure response.
5. Products jewellery and traceability
Connect lawful intended use, storage, jewellery requirements, batch records and recall capability to the activities regulated.
6. Consent and safeguarding
Cover age, capacity, privacy, understandable information, aftercare, procedure boundaries and misleading safety or outcome claims.
7. Records and incidents
Specify minimum necessary records, lawful retention, access, security, notification thresholds and adverse-event handling.
8. Inspection and fairness
Separate critical risk from lower-risk deficiencies and connect proportionate responses to notice, evidence, review and appeal requirements.
9. Implementation and review
Provide transition, guidance, inspector training, evaluation, scheduled review and discipline-annex selection.

A private membership, certificate, accreditation, badge or directory listing does not itself constitute a public licence or establish legal compliance. Authorities should use published, objective and non-exclusive criteria for any third-party recognition.
